Mr.
Joo is a deputy director of the Ministry of Finance
and Economy (MOFE), where he has been working for eight
years. His main posts at the MOFE have been in the financial
policy bureau and international finance bureau. Before
his participation in the Humphrey Fellowship program,
he worked in the financial policy division under the
financial policy bureau. He was in charge of monitoring
and stabilizing the financial market and also drafted
the Korea Housing Finance Corporation (KHFC) Act, which
introduced a new mortgage financing system into Korea
in March 2004.
Mr.
Joo received his bachelor's degree in Business Administration
from the Korea University, Seoul.
During
his Humphrey year, he plans to study the financial system
of the United States, in particular its mortgage financing
system.
