Mr.
Mutluay has worked for nearly ten years as a Treasury
Expert in the Treasury Undersecretariat of Turkey. Since
2000, he has worked for the newly created Banking Regulations
and Supervision Agency (BRSA). He is responsible for
analyzing the financial position of Turkish banks and
executing related regulations in the area of banking
supervision. Before working in his current position
in the Supervision Department at BRSA, he was a deputy
head in the Regulations Department. In 2002, BRSA assigned
him to a subcommittee to review restructuring the banking
sector in Turkey. In addition, as an expert in accounting
and auditing of banking and non-banking financial sectors,
Mr. Mutluay was involved in drafting legislation in
these subjects. He received his master's degree in Economics
from Bilkent University in Turkey.
During
his Humphrey year, Mr. Mutluay expects to further develop
his expertise in the field of banking supervision and
finance. He also intends to broaden his knowledge on
international banking structure and business-flow practices
in the supervisory authorities. He plans to use his
fellowship experience to aid in his work for the future
development of the banking sector of his country.
